Really, Italy's recent regulatory twists are a bit outrageous; the rules change at will. Amazon's experience has been quite harsh, with arbitrary fines that really hit hard. Regulatory transparency needs to catch up, or no one will dare to invest. If the rules keep changing overnight, I also have to protect my own wallet. Instead of competing over tax rates, it's better to first establish a stable regulatory environment. Italy's policy direction is not very good; it's like poison for any investment.
