According to Xinhua News Agency, to further unleash consumption potential, the Ministry of Finance, the Ministry of Commerce, and the State Taxation Administration will launch a six-month lottery invoice pilot program in 50 cities starting early 2026. As of March 12, the lottery invoice pilot cities have issued 1.85 billion yuan in prizes, attracting a total of 230 million participants, with the effect of stimulating consumption gradually becoming evident.

The more popular the activity, the more it needs regulation and safeguards. It is understood that during the promotion of the lottery invoice activity, some consumers and merchants have violated the rules to increase their chances of winning, engaging in behaviors such as illegal red-ink cancellations of invoices after the draw and repeatedly voiding invoices. This disrupts fair participation order and damages the legitimate rights and interests of consumers.

A relevant official from the Taxation Administration’s Department of Collection and Technology Development stated that according to relevant laws and regulations, during the lottery invoice activity, relevant departments will focus on monitoring and investigating three types of violations: issuing false invoices, unreasonable splitting or merging of invoices, and illegal red-ink cancellations. The departments of commerce, finance, and taxation will coordinate supervision, strengthen real-time verification of invoice information, and facilitate data sharing. This will effectively prevent violations such as false invoicing and red-ink cancellations, ensuring the activity’s compliance and fairness, and supporting the orderly progress of the pilot program.
