** Caixin News ** Starting April 2026, Shenzhen employees whose housing provident fund contribution rate set by their employer is below the national maximum limit (12%) can voluntarily choose their personal contribution rate between their employer’s rate and the national cap.

The above adjustment was made in the revised “Shenzhen Housing Provident Fund Management Measures” (hereinafter referred to as the “Management Measures”) announced externally on March 16.

Article 18 of the “Management Measures” states that the contribution rate for employers to housing provident funds for employees should be within the national prescribed upper and lower limits. The same employer can only select one contribution rate. The employee’s personal contribution rate should generally be consistent with the employer’s contribution rate for them. Employees can voluntarily increase their contribution rate, choosing a rate higher than their employer’s, but not exceeding the national maximum limit.
