Hong Kong Aberdeen Typhoon Shelter Expansion Area Development Plan with Yacht Mooring Facilities and Residential Buildings

According to documents submitted by the Development Bureau to the Southern District Council, the government plans to expand part of Aberdeen Typhoon Shelter for integrated yacht tourism development, combining yacht berthing facilities and residential projects. The market will be launched in “district” form, including approximately 200 yacht berths and about 250 residential units. The goal is to conduct a cash tender for the development project in the first half of next year.

The Development Bureau’s South Island Office previously received eight development proposals. After review and analysis, and considering the technical assessment results from consultants, the parameters and requirements for the proposed “district” development have been finalized. The yacht berthing facilities will occupy about 11 hectares of water area, capable of accommodating around 200 yachts, with a maximum length of 50 meters. As for the approximately 1.16-hectare temporary industrial zone at Pottinger Bay and the Chuen Fung Hang land, these will be used to provide onshore yacht facilities, including dining, yacht supplies, basic repairs, parking, etc., with added private residential elements to improve the project’s financial viability and better unlock land potential.

The authorities suggest expanding Aberdeen Typhoon Shelter’s construction works to rebuild the Pottinger Bay breakwater into a public recreation space, managed and maintained by future developers, and opened to the public within a reasonable timeframe. Activities may be permitted in this space. Additionally, a new public recreation area and public landing facilities will be built on the eastern breakwater, along with a pedestrian walkway connecting to the seaside promenade near Ocean Park Water World. The authorities are discussing with Ocean Park about entrusting the park to jointly manage the area, transforming it into a new landmark in the Southern District to further enhance its appeal to both local and overseas visitors.

Currently, the Pottinger Bay temporary industrial zone has 91 short-term leases, with active factories mainly engaged in repairing ship machinery parts. The authorities have informed tenants that they are expected to vacate around the end of the year. Considering the historical background of this temporary industrial zone, a special arrangement will be made to provide preferential subsidies to tenants who leave on time, and information and assistance will be offered to tenants interested in relocating to government industrial buildings to continue operations.
