Telegram and Internet Watch Foundation Join Forces to Combat Child Exploitation

In response to the growing challenges of online child protection, messaging platform Telegram is taking decisive action. The platform will utilize advanced technological solutions developed by the UK-based Internet Watch Foundation to more effectively identify and block content related to child sexual abuse.

Specialized Tools and Databases

Under the agreement, IWF provides Telegram access to its specialized databases and unique hashing system. This technology creates digital “fingerprints” of known illegal images and videos, allowing automatic recognition on the platform even if the content is altered to evade detection.

Automatic Detection and Notification

The system operates in two ways. First, Telegram can independently detect prohibited content in publicly accessible parts of the platform using the provided tools. Second, IWF experts will directly notify the messaging service of any detected illegal material, including synthetic content created with AI technologies.

IWF’s Mission and Criticism

The Internet Watch Foundation combats the spread of child sexual abuse material through global partnerships with law enforcement, government agencies, and major internet companies. However, the organization has faced repeated criticism for excessive false positives, lack of transparency in its operations, and questions about the effectiveness of its technical solutions. Despite these criticisms, collaboration with major platforms like Telegram is considered a significant step in protecting vulnerable users.
