40 Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center Support Policies Released
People’s Financial News, March 25 — On March 25, during the opening ceremony of the 2026 Zhongguancun Forum Annual Conference, relevant national ministries and central agencies jointly announced 40 support policies for the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center. Among them, to strengthen financial and fiscal policy coordination, policies include: supporting overseas asset management institutions to invest in technological innovation through establishing equity investment funds; under lawful, compliant, and risk-controlled conditions, supporting financial asset investment companies to carry out pilot projects in equity investment, and encouraging insurance institutions to participate in venture capital funds on a voluntary commercial basis; supporting the Zhongguancun National Independent Innovation Demonstration Zone and the Science and Technology Finance Reform Pilot Zone to carry out pioneering policies in science and technology finance under lawful, compliant, and risk-controlled conditions. Building an international science and technology innovation center is a major strategic task mandated by the Party Central Committee. The 2025 Central Economic Work Conference proposed building international science and technology innovation centers in Beijing (Beijing-Tianjin-Hebei), Shanghai (Yangtze River Delta), and the Guangdong-Hong Kong-Macao Greater Bay Area.
