Prize Invoice Pilot Cities Have Deployed 1.85 Billion Yuan; Three Categories of Violations Will Be Key Focus Areas for Investigation and Enforcement
According to the State Taxation Administration, since the Ministry of Finance, the Ministry of Commerce, and the State Taxation Administration launched a six-month prize-winning invoice pilot program in 50 cities by March 12, a total of 1.85 billion yuan in prizes has been awarded, attracting 230 million participants.
During the promotion of the prize-winning invoice activity, some consumers and merchants attempted to increase their chances of winning by violating the rules, such as issuing invalid red-ink canceled invoices after the draw or repeatedly voiding invoices. These actions disrupt fair participation order and harm the legitimate rights and interests of consumers.
A relevant official from the Taxation Administration’s Department of Tax Collection and Technology Development explained that “red-ink canceled invoices” refer to invoices invalidated due to reasons like returned sales, billing errors, suspended taxable services, or sales discounts. Without valid reasons, invoices cannot be arbitrarily canceled or red-inked. According to laws and regulations, during the prize-winning invoice activity, authorities will focus on monitoring and investigating three types of violations: issuing false invoices, unreasonable splitting or combining of invoices, and improper red-ink cancellations.
Experts say that coordinated supervision by departments such as commerce, finance, and taxation—strengthening real-time verification of invoice information and data sharing—will effectively prevent violations like false invoicing and red-ink cancellations. This will ensure the activity’s compliance and fairness, and support the orderly progress of the pilot program. Merchants and consumers should follow rules regarding invoice issuance and lottery participation to jointly create a fair, orderly, and honest consumption environment, truly benefiting the public and promoting steady growth in consumption.
