Warning period just ended before receiving a "red card and suspension of bidding"! A company was reported by Shenzhen regulators

One News has noticed that the Shenzhen Housing and Construction Bureau recently issued a red warning: Shanwei Municipal Engineering Co., Ltd. and a related personnel were given a two-month red alert by the Shenzhen-Shanwei Special Cooperation Zone Housing, Construction, and Water Affairs Bureau for failing to rectify major safety hazards at the construction site on time or for refusing to halt work after being ordered to do so. The warning period runs from March 24, 2026, to May 23, 2026.

This red warning comes only a month after the previous one ended.

It is noteworthy that this is not the company’s first time receiving a red warning recently.

According to research by One News reporters, Shanwei Municipal Engineering Co., Ltd. was previously issued a two-month red warning by the Shenzhen-Shanwei Special Cooperation Zone Housing, Construction, and Water Affairs Bureau on December 26, 2025, for the same reason—failure to rectify major safety hazards at the construction site or refusal to stop work after being ordered to do so. The warning period then lasted until February 25, 2026. This current warning is only a month after the previous one ended.

Data from Qichacha shows that Shanwei Municipal Engineering Co., Ltd. was established in 1988, with legal representative Xu Zhongchang, registered capital of 8.19 million yuan, operating in the housing construction industry, with 23 employees insured. The company mainly engages in municipal public works, housing construction, water conservancy, and hydropower projects, and is an important enterprise in Shanwei’s local municipal infrastructure sector.

The Shenzhen Housing and Urban-Rural Development Bureau explicitly states

“Specific penalties for ‘red card suspension of bidding’”

According to the Measures for Strict Punishment of Construction Project Safety Production Violations (Trial) issued by the Shenzhen Housing and Construction Bureau in 2023, a series of measures are taken against violations of construction safety laws and regulations, including stricter and faster penalties, red warnings, public exposure, judicial intervention, public apologies, qualification checks, high compensation, trust penalties, and strengthened accountability. The measures also involve retrospective reviews of the project management and legality of the project.

The measures further specify the penalties for “red card suspension of bidding”:

  • One death: suspension for 3 months;
  • Two deaths: suspension for 6 months;
  • Three to nine deaths: suspension for 1 year;
  • Over ten deaths: outright removal from the Shenzhen market.

Additionally, in cases where no fatalities occur, construction companies can still receive a two-month red warning if:

  1. Major safety hazards at the construction site are not rectified on time, or the company refuses to stop work after being ordered to do so;
  2. An accident or danger occurs at the site, which, although not resulting in fatalities, poses a serious threat to public safety or causes significant social impact.
