Shaanxi Nonferrous Metals Group: Digital Intelligence Empowers High-Quality Transformation and Upgrading

In Shaanxi Nonferrous Metals Holding Group Co., Ltd. (hereinafter referred to as “Shaanxi Nonferrous Metals Group”), the emergency command and production monitoring center is equipped with a giant LCD screen. Data flows in like a stream: the robotic arms in the titanium material processing workshop move with pinpoint precision, the current parameters of aluminum electrolysis cells jump in real time… The production and operation status of more than a dozen wholly owned subsidiary companies—spanning hundreds of kilometers—are compressed into the space of a few inches, turning into strings of vivid, living numbers.

“Back then, coordination relied on the phone and patrols depended on two legs; emergency response required at least two hours. Now, with just a click of the mouse, live footage from the site is presented in real time. We no longer rely on personnel’s verbal descriptions—making the scenarios more real and the command more precise, and triggering contingency plans in minutes.” In the words of the head of the company’s department for enterprise management, operations, and information, there is calmness and confidence. This calmness comes from a profound digital transformation.

In 2025, Shaanxi Nonferrous Metals Group launched across the board the “Digitalization in Governance and Control—Advancement Year” initiative, placing information technology and infrastructure at the core of driving high-quality transformation and upgrading. Over the past year, the company has advanced systematically toward the overall goal of “vertical integration, horizontal connectivity, real-time online, coordinated alignment from top to bottom, and precise and effective action.” From reshaping business processes, integrating information systems, and unifying data standards, it has gradually built a digital system covering all areas of business operation and management, injecting strong momentum into modern corporate governance and industrial upgrading.

Draw a blueprint at the top and finish it to the end

In 2025, Shaanxi Nonferrous Metals Group’s information technology work closely followed the annual goal of “initial results” in high-quality transformation and upgrading, serving the construction of both a modern industrial system and a governance system. By building control-oriented business systems featuring “vertical integration and horizontal connectivity,” three major implementation paths were established: First, comprehensively sort out and reshape business processes to achieve standardized management. Second, join forces with leading technology companies in the industry to build vertical control systems running through all levels of the group. Third, unify the organization, personnel, materials, accounting subjects, and other eight categories of master data standards and coding, break down horizontal business silos, and focus intensively on key business areas including investment, procurement, safety, finance, human resources, Party building, and more.

To ensure construction outcomes, Shaanxi Nonferrous Metals Group innovatively established a promotion mechanism of “three meetings, three lists, and three services.” Using monthly meetings of the information technology leading group, special project meetings, and work promotion meetings to strengthen overall coordination; relying on demand lists, project lists, and schedule/progress lists to enable refined and milestone-based management; and ensuring solid implementation and sustained operation of information technology projects through full-cycle services covering consulting, construction, and operations/maintenance.

Building the foundation for the system

Building a solid “digital tower”

Shaanxi Nonferrous Metals Group uses “a strong push for digital intelligence to improve transformation and upgrading” as the “backbone and nutrition” for industrial reform and transformation, focusing on building a “big data and smart intelligence” enablement system, accelerating the rollout of reform results with new models, new business formats, and new tools.

Strengthening the digital foundation. Strengthen digital infrastructure construction across industrial chain clusters and wholly owned/controlled enterprises, speed up data collection, processing, management, and application across the entire industrial chain of “exploration, research and design, exploration and development, extraction and selection, smelting and refining, material processing and equipment installation, and trading,” laying a solid base for digital transformation. Focus on building a reliable digital foundation, and establish a “‘5 ones’ + N” overall information technology architecture—“one foundation”: Shaanxi Nonferrous Enterprise Cloud Platform and a high-speed broadband network covering group information technology applications; “one platform”: a digital enablement platform; “one portal”: the group’s unified portal (an external portal + an internal portal); “one guarantee”: an information security and operations/maintenance guarantee system; “one standard”: a standards and specifications system; “N applications”: N business application systems covering three layers—strategic decision-making, business operations management, and production operations.

Improving data interoperability. Build a network interconnection environment and data flow mechanism covering all wholly owned/controlled enterprises, accelerate advancement in information interconnection and computational power support, and break through “data silos” across different links such as R&D, production, management, and marketing, thereby improving the integration and coordination level of business data throughout the entire system. Shaanxi Nonferrous Metals Group, through strict implementation of a “first-responsible-person accountability system,” use of domestically-made, independently controllable software and hardware products, providing data exchange channels via PTN dedicated lines + zero-trust technology, conducting graded information security assessments such as the examination and evaluation of important information systems, and periodically organizing red/blue team drills, builds a three-dimensional cybersecurity defense line to firmly protect the company’s digital assets. At the same time, guided by the core goal of “unified standards, unified platform, unified interfaces, and unified operations/maintenance,” supported by three pillars—its master data standards system, master data management system, and master data integration system—using an intelligent master data management platform as the carrier, it establishes a “1+3+1” data resource management system to realize the aggregation, governance, and value mining of distributed data.

Strengthening intelligent embedding. Focusing on each link of “exploration, design, mining, beneficiation, smelting, processing, and trading,” vigorously promote construction of digital-intelligence demonstration scenarios, and build a green, digital-intelligence advanced technology demonstration project. Centering on the entire value chain, all asset elements, and the full life cycle, focus on creating an intelligent collaborative platform to help upgrade to high-end levels, support green development, ensure safe production, and achieve efficient operations.

Multiple breakthroughs in key projects to highlight digital results

The successful rollout of a series of key projects serves as a vivid footnote to Shaanxi Nonferrous Metals Group’s transformation and upgrading.

Party building information technology—turning “soft tasks” into “hard indicators.” Given the characteristics of primary Party organizations with “many points, long lines, and wide coverage,” in 2025 Shaanxi Nonferrous Metals Group launched the “Nonferrous Pioneer” Party building information technology platform. It integrates big data and artificial intelligence technologies to build a management matrix covering six major modules, 35 core business functions, and 80 detailed content items, moving Party building work from “paper-based” to “online.” Since the platform went into operation, the efficiency of Party affairs processing has increased by 80%, the occurrence rate of overdue tasks has dropped by more than 50%, the error rate in manual data entry has decreased by 80%, and work traceability now achieves 100% digital coverage. By converting Party building evaluation indicators into value output dimensions such as strategic execution capability and risk prevention/control capability, a closed-loop mechanism of “push—execute—supervise—feedback” has been established, enabling deep integration of Party building work with production and operations management, with data that can be seen and results that can be measured.

Human resources information technology—releasing the potential of the “first resource.” Human resources information technology construction has entered a new stage of process-based and collaborative management. It realizes full-process online and standardized management for organization management, personnel management, compensation and benefits, performance management, and more. This not only addresses problems such as low efficiency and long lead times for employee onboarding, regularization, transfer of positions, and departure procedures, but also tackles pain points including non-standard approvals, inconsistent institutional execution, and easy-to-make errors in data matching. The operating management, compliance management, and data management effectiveness are all improved in sync, allowing human resources to truly become the core driving force for enterprise development.

Finance information technology—building a risk prevention “dike.” Through implementing a down-sinking and penetrating group-level finance control model, Shaanxi Nonferrous Metals Group builds a three-in-one risk prevention and control system covering “operational risk—business risk—financial risk.” It realizes full-chain penetrating management from “business to statements, and from statements to funds,” and provides full-cycle intelligent decision support featuring “post-event review—mid-event optimization—pre-event predictive simulation.” In January 2026, the financial supply-chain integration project launched by Shaanxi Nonferrous Metals Group will further connect key links such as procurement, accounting, and funds, providing real-time, precise data support for decision-making.

Safety and environmental protection information technology—smart, whole-chain governance builds a “dual line of defense.” Shaanxi Nonferrous Metals Group uses safety and environmental protection information technology construction as the lever, continuously deepening intelligent monitoring and early warning capabilities, and accelerating the construction of a whole-chain, visualized smart safety and environmental protection governance and control system to lay a solid safety foundation for high-quality transformation and upgrading. Deepen intelligent monitoring to improve warning accuracy. After the launch of the dual prevention information technology platform, for major hazardous sources such as mines, tailings ponds, and hazardous chemicals, Shaanxi Nonferrous Metals Group establishes three-dimensional data coordinate models. On these models, it precisely attaches key risk monitoring points, enabling visual presentation of concealed factors that can cause harm. This supports intelligent risk analysis, assessment, and early warning. Meanwhile, it fully promotes an information technology management platform for hidden hazard identification and investigation, enabling real-time entry, dynamic updates, and full-course tracking—achieving closed-loop, whole-process management from discovery and rectification to closure filing, firmly preventing “overlooking hidden hazards” and “rectification delays.” Strengthen process control to build an on-site safety defense line. Through linking the dual prevention digitization systems, Tianhong Ruike enables precise location of operators, real-time risk monitoring, and intelligent early warning, building a visual safety assurance system with deep integration of “human protection + technical protection,” shifting on-site safety management from “passive response” to “active prevention.” Empower subcontractor oversight to achieve penetrating management. Taking advantage of the safety and environmental protection information technology governance and control platform and the Safety Assistant APP, Jindu Group’s smelting branch company builds a “whole-process online supervision + dynamic data enablement” model for subcontracting units, achieving real-time tracking and closed-loop management across multiple links. This drives subcontractor oversight from “vague control” toward “precise penetration,” improving both the penetrative nature and timeliness of supervision.

In addition, a batch of key projects such as the private cloud platform, the group backbone network, and the electronic tendering and procurement platform have been successively built and put into operation. They play important roles in improving resource utilization, ensuring safety and compliance, and strengthening risk prevention and control—making the outline of “digital nonferrous” increasingly clear.

A new journey with AI: set sail for the future

Looking ahead to the “15th Five-Year Plan in the following period” (2026–2030), Shaanxi Nonferrous Metals Group’s information technology construction will deepen “penetrating” management transformation, using the “AI+” initiative as the driver, promoting the traditional “exploration, beneficiation, smelting, and processing” industries toward intelligent upgrading. Adhere to the approach of “build benchmarks, identify exemplars, and lead through demonstration,” pushing forward end-to-end work of “construction, trial operation, and acceptance” for more than 20 information technology projects already being implemented. It will create typical application scenarios in areas such as mine exploration and survey, beneficiation, metal smelting, manufacturing and processing, and design and construction—achieving quality improvement and efficiency gains across the entire industry by demonstrating from points to faces and spurring overall transformation. Starting with production scenario applications, it will also build a foundational compute power platform, gradually carry out fine-tuning and deployment of industry large models. Ultimately, it will achieve a shift from “experience-driven” to “data and AI-driven,” realizing a leap from single-point breakthroughs to system-level enablement. This will advance intelligent upgrading of the industry and comprehensively enhance the company’s core competitiveness in resource safety, production efficiency, cost control, green development, and decision-making.

Tide surges and momentum gathers; the wind is right and the sails are set. Shaanxi Nonferrous Metals Group will use information technology and intelligentization as its oar, innovating and leading while working pragmatically and striving for excellence. In the voyage of high-quality transformation and upgrading, delivering tangible results, it will forge ahead through the waves toward the goal of building a world-class enterprise, accelerating full speed ahead.
