Four departments: Achieve breakthroughs in key materials and components for energy-saving equipment by 2028

Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission, and the National Energy Administration jointly issued the “Implementation Plan for the High-Quality Development of Energy-Saving Equipment (2026-2028)” (hereinafter referred to as the “Implementation Plan”), which proposes that by 2028, key materials and components for energy-saving equipment will achieve breakthroughs, the matching of energy systems in key industry sectors will continue to improve, the actual operating efficiency will be enhanced, the energy efficiency levels of energy-saving equipment such as motors and transformers will reach international leading standards, and the market share of energy-saving equipment will further increase. On March 20, the Ministry of Industry and Information Technology held a press conference to interpret the details of the “Implementation Plan.”

Energy-saving equipment refers to products and devices designed and manufactured using advanced technologies that can improve energy utilization efficiency and reduce energy consumption and losses in all stages of energy production and use. Wang Peng, Director of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, stated that the 14th Five-Year Plan is a critical period for the comprehensive green transformation of economic and social development and a key period for achieving the carbon peak target. The launch of the “Implementation Plan” aims to continuously enhance the energy efficiency levels of energy-saving equipment that has strong versatility, high energy consumption, and promising development prospects, and to strengthen the supply and application of energy-saving equipment.

The “Implementation Plan” focuses on six types of energy-saving equipment: energy-saving motors, transformers, industrial heat pumps, industrial refrigeration (heating) and heating equipment, water electrolysis hydrogen production equipment, and information communication devices, proposing a development path aimed at promoting energy conservation and carbon reduction in key industry sectors.

Wang Peng stated that regarding specific deployments, the “Implementation Plan” reflects “three highlights.” First, it emphasizes technological innovation, deepening from the enhancement of overall machine energy efficiency to independent breakthroughs in basic materials and core components, extending to upgrades of product green manufacturing processes, and expanding to equipment operation optimization. Second, it emphasizes system collaboration. Addressing pain points such as “big horse-drawn cart” and low system operation efficiency, “strengthening system coupling and matching” is set as a key task. Third, it emphasizes digital intelligence empowerment. Focusing on the application of new-generation information technologies like artificial intelligence in the field of energy-saving equipment, it proposes tasks such as building large models for energy conservation and carbon reduction in equipment and innovating the development of efficient energy-saving intelligent devices.

In promoting the “Implementation Plan,” Li Tai, Deputy Director of the Resource Conservation and Environmental Protection Department of the National Development and Reform Commission, stated that the National Development and Reform Commission will deepen the promotion of energy equipment renewal and transformation through improving the policy and standard system, solidly carrying out special actions, and leveraging the role of government investment. In the next step, the focus will be on promoting energy-saving and carbon reduction transformations in key industries, concentrating on industries with high energy consumption and carbon emissions such as steel, electrolytic aluminum, cement, and flat glass, and advancing energy-saving and carbon reduction updates and transformations by industry in a staggered manner. At the same time, it will strengthen standard guidance, coordinate various funding channels to increase support for energy-saving and carbon reduction update and transformation projects, and ensure comprehensive regulatory services.

As the “leaders” of industrial development, central enterprises have played an important role in promoting the update and transformation of energy-saving equipment. Zhang Xiaosong, Deputy Director of the Social Responsibility Bureau of the State-owned Assets Supervision and Administration Commission, revealed that the State-owned Assets Supervision and Administration Commission has incorporated the equipment update work into the performance assessment of central enterprise leaders and the green development evaluation system of central enterprises, aiming to promote relevant investments by central enterprises to reach 1 trillion yuan by 2025, showing significant results. In the next step, the State-owned Assets Supervision and Administration Commission will focus on strengthening benchmarking and improvement, accelerating stock iteration; reinforcing green procurement to stimulate market vitality; and enhancing assessment and evaluation to ensure accountability, guiding central enterprises to set an example and achieve tangible results.
