Russian Foreign Ministry: Russia and the US are no longer bound by any obligations under the New START Treaty

The Russian Ministry of Foreign Affairs issued a statement on the evening of the 4th, stating that on September 22, 2025, Russian President Putin publicly proposed an initiative suggesting that Russia and the United States voluntarily adhere to the limits on the number of weapons specified in the New START Treaty for at least one year after the treaty expires. However, to date, the Russian side has not received any formal response from the United States through bilateral channels to Russia’s proposal. This means that Russia’s ideas are being deliberately ignored.

In this context, Russia believes that the parties to the New START Treaty are no longer bound by any obligations or reciprocal statements related to the treaty and can, in principle, choose their subsequent steps freely.

The Russian Foreign Ministry emphasized that Russia is always prepared to take resolute military-technical countermeasures to eliminate potential additional threats to national security. At the same time, if the appropriate conditions are met in the future, Russia remains open to reaching a comprehensive strategic stability through political and diplomatic solutions based on equality and mutual benefit.

U.S. President Trump stated in January this year that he is not worried about the upcoming expiration of the New START Treaty with Russia and expressed confidence that the two sides will reach a new agreement.

Russia and the United States signed the New START Treaty in 2010, aiming to limit the number of deployed nuclear warheads and delivery systems. The treaty officially came into effect on February 5, 2011, with an initial validity of 10 years, later extended through negotiations to February 5, 2026.
