Li Qiang presided over the State Council executive meeting to study policies and measures to promote effective investment. The meeting pointed out that promoting effective investment plays an important role in stabilizing economic growth and enhancing development resilience. We need to innovate and improve policy measures, strengthen the efficiency of central budgetary investments, ultra-long-term special bonds, local government special bonds, and other funds, as well as new types of policy financial instruments. In conjunction with the formulation and implementation of the 14th Five-Year Plan, focusing on long-term development needs and building future competitive advantages, we should deeply plan and promote a batch of major projects and key engineering in infrastructure, urban renewal, public services, emerging industries, and future industries. We should better leverage the role of central state-owned enterprises in expanding investment, increase efforts to support private investment development, and form a joint force to promote effective investment.
The meeting deployed the revision of the “Environmental Air Quality Standards.” The meeting pointed out that through relentless efforts, China’s air quality has significantly improved in recent years, and the people’s sense of gain has continued to increase. The newly revised “Environmental Air Quality Standards” set higher requirements for the annual average concentration of PM2.5. We must adhere to planning guidance, strengthen policy support, coordinate well with the new standards, improve supporting policies in finance, technology, pricing, and other areas, enhance governance and joint prevention and control in key regions, continuously improve governance efficiency, and protect the beautiful blue sky.
The meeting discussed and approved in principle the “Tendering and Bidding Law of the People’s Republic of China (Draft Revision),” and decided to submit the draft to the Standing Committee of the National People’s Congress for review. The meeting pointed out that taking this revision as an opportunity, we should reform and improve the tendering and bidding system and mechanism, eliminate hidden barriers, improve evaluation methods, increase transparency, severely crack down on illegal activities, and promote the healthy and regulated development of the tendering and bidding market through both treatment and root cause solutions.
The meeting emphasized that properly handling suggestions from NPC deputies and proposals from the CPPCC is an inherent requirement for the government to consciously accept supervision and perform duties according to law, and it is also an important embodiment of practicing whole-process people’s democracy. Over the past year, the State Council departments have combined handling work with implementing the decisions and deployments of the Party Central Committee, and with the goals and tasks of the “Government Work Report,” promoting solutions to a number of urgent, difficult, and anxious issues related to reform, development, and people’s livelihood. As the two sessions approach, we must earnestly implement the newly amended Law on Deputies of the National People’s Congress and the revised Regulations on the Work of CPPCC Proposals, actively listen to and adopt the opinions and suggestions of deputies and committee members, focus on implementation and transformation, and do a high-quality job in handling suggestions and proposals this year.
