Some people say that overseas students play recklessly and then shame women. I think that's wrong. Whether domestically or abroad, men and women playing recklessly is a matter of personal freedom and rights; as long as they can be responsible for themselves. Women also have the freedom and right to play and indulge, and this isn't exclusive to men. However, if reckless behavior leads to sexually transmitted diseases, HIV, or other negative consequences and harms oneself, then it's a result they need to bear.
