I think the most important sentence in this "Notice" is: Overseas entities and individuals are not allowed to illegally provide related services to domestic entities in any form; in plain language: it's okay to issue tokens overseas, but if you explicitly target Chinese users, or provide services to Chinese companies/individuals for token issuance, or conduct roadshows and promotions domestically, you will still be considered illegal through "piercing" enforcement!
